I had the same problem one time and it was from a hardening procedure we did. Is this a fresh install? Have you added any software? Is this the only app on the server? Also, you should still be able to use the CLI to do everything such as add accounts, enable accounts, etc.
It shouldn't matter but try to start/stop the services with this:

You may need to set the logging parameters, set these:
DEBUG_LEVEL = 5
DEBUG_THRESHOLD = 0
