No there is not due to the fact that most browsers do not support the ssh:// URL specification. While adding it certainly would be possible, it would most likely not work with the majority of browsers. I have tested Firefox, IE, and Mozilla, and none support ssh:// .
To answer the general question, it is not currently possible for end users to add new tools to the Device Center.
