Allowed offset to NTP for IP SLA Jitter and OW delay

I am running jitter with 729a codec on 4948 to responder on 12.2.18SXF. It produces different results comapred to regular type jitter with the same parameters but without codec.

D-S jitter and OW delay is twice greater than S-D. Sender has 6ms offset to NTP server while responder just 0.9ms to the same NTP server. What is allowed NTP offset for Jitter and OW delay measurements?
