Anyway to use RME to "reload" a device

The telnet port is not accessible (too many logins, no timeout value set.) Is there a way to issue the relo command with RME with snmp strings. I tried to do a netconfig job, but it failed because telnet enable was denied. Any other ideas?

RME 4.1 and higher have a Netconfig reload template which will work over SNMP. If you don't have RME 4.1, you can do an SNMP Set operation and set tsMsgSend.0 (1.3.6.1.4.1.9.2.9.9.0) to 2. This requires that you have already configured "snmp-server system-shutdown" though.
