Assigning Priority to some IPs in Cisco 3745

I have some applications to which i want to provide priority so that during busy hours, important applications work smoothly. I want whenever there is Application Server's IP available either in Source or Destination that particular packet should get minimum 2 MB out of 8 MB. Pls suggest the best & easy way to configure.

do revert back on what kinda link connectivity being used to access the application servers from the remove location ??

We have 4 E1s (2 MBps each) from Data Centre (server location) to my location (client location). We have done Multilink between these 4 E1s.
