BBSM - How to provide access for Helpdesk Staff

We are implmenting BBSM 5.3 to provide guest access to the Internet from both our wired and wireless LANs.

One of the many questions I have is, how do we setup the BBSM so that our Helpdesk staff can have access to the BBSM to ONLY manage access tokens and client activations without having to give them the keys to the kingdom?
