I would like to dump the information about the various links between two routers in a flat file on periodic basis.
Could you please confirm if this can be done. If yes, what will be the format.

This can be done using the cmexport command. The L@ topology will be dumped in XML format.
cmexport l2topology -u admin -p admin

Can you please let me know how the xml files will open and will I get the network topology if I open these files.

You can open these XML files in any text editor, but the idea is you would write a parser or XSL transform to convert the XML to a more graphical or more logical representation of the topology. That said, I do not know of any publicly available (e.g. Open Source) converts that parse this output.
