cannot login to switch

I have telnet open on a switch which always worked but when I try to telnet to it now I get:

switch#192.168.1.1
Trying 192.168.1.1 ...
% Connection refused by remote host     

I think the vty line is probably filled up, any idea how to clear it aside from using a console cable?

Login from the console, do a "show line"  or "show user" and find the occupied connection. Use the "clear line" command to free up the connection.

clear line ?

  <0-16>       Line number

  async-queue  Clear queued rotary async lines

  console      Primary terminal line

  vty          Virtual terminal
