Cisco archive configuration - 1kb backup of config, nothing there?

Question:

I've noticed that on many of my 3560's that the archive config when running only seems to upload a file of about 1kb which contains no information most of the time where as other switches will like clockword have their config actually present in the backup file.  So, looking at these two switches which are in the same closet and on the same version of code:

WS-C3560-48PS      12.2(25)SEE3            C3560-IPBASEK9-M

Switch1 Config:

archive

log config

  logging enable

path scp://xxxxx:xxxxxxxx@10.64.2.188/Folder Name/Switch1

write-memory

time-period 4320

Backup goes off on time period as configured, yet the upload file is only 1kb with no data

However, if I do a manual wr mem or copy ru star, the file saved and uploaded correctly with data.

Switch2 Config:

archive

log config

  logging enable

path scp://xxxxx:xxxxxxxx@10.64.2.188/Folder Name/Switch2

write-memory

time-period 4320

Backup goes off on time period as configured, and the files contain the appropriate data.

Any ideas? Is there a debug that works for these?
