I have a Cisco 2851 Router
Cisco IOS Software, 2800 Software (C2800NM-ADVENTERPRISEK9-M), Version 15.1(4)M12a, RELEASE SOFTWARE (fc1)
I have HTTP server enabled on the router
I tried both Cisco Configurationn Professional 3.3.1 and Cisco Configuration Professional 2.7 and I cannot get it to work
it stays at "Loading CCP Express"
And this is from a Windows XP machine with Java and IE 8 on it
Anyone have a suggestion

- Both windows / IE and probably Java , are very old; try a more modern windows (and version of IE/Java).

IO have the latest Java but I am still not getting anywhare....same message "Launching CCP Express"

- Same arguments still apply (old Windows/Old IE) still apply; note that XP is no longer supported (neither will vendors support it, if you are launching target-apps from it).

I should have been clear I use Windows 10x64
I just tried Windows XP to see if it would work
Here are the instructions I followed
Here are the files I copied to flash: ccpExpress_ap_express-security_en.shtml.gz and ccpexpressAdmin_3_3_1_en.tar
CompactFlash directory:

125440K bytes of ATA CompactFlash (Read/Write)
I try to xtract and get this
stinger#archive tar /xtract flash:ccpexpressAdmin_3_3_1_en.tar flash:/
extracting ccpexp/CCPExpress_3.3_Open_Source_Documentation.html (155355 bytes)
%Error opening flash://ccpexp/CCPExpress_3.3_Open_Source_Documentation.html (Device in exclusive use)
**************** I FOUND THE FIX FOR THIS *****************
- Saved my running-config file
- I wiped the flash
- copy tftp: flash
- ip address of tftp
- copied ccp to flash ccpexpressAdmin_3_3_1_en.tar
- issued this command archive tar /xtract flash:ccpexpressAdmin_3_3_1_en.tar flash:/ (let it extract)
- delete flash:ccpexpressAdmin_3_3_1_en.tar
- copied the IOS to flash
- copied my running-config to the router
