I need to know if the cisco network collector is a free download from CCO and if so where can I download it from.

"Cisco Network Collector" and "Cisco Discovery Tool" should be the same

just another name for the same software;

So, yes it is free for Cisco Channel Partners but can only be downloaded after a special online training

It is not a tool for regular network management tasks
