Baseline template or complaince runs against the configuration of devices in the archive.
So for a complaince job to run it is important for LMS to have a successful Sync archive. Please check if you can see the archive for these devices or run a new configuration backup job and see if it succeeds.
Mostly if previously it was successful, it can be DB issues. Try to unmanage and re-manage device OR delete and re-add the device.
