Sorry, no. See the Getting Started Guide:
If deploying NCS as a virtual appliance on a customer-supplied server, one of the following versions of VMware ESX or ESXi may be used:
–VMware ESX or VMware ESXi version 4.0
–VMware ESX or VMware ESXi version 4.1
–VMware ESXi version 5.0

The current NCS offering can be purchased as a physical appliance from Cisco with the software pre-installed or you may purchase it as a virtual appliance to be run as a guest on a VMware ESX or ESXi 4.0, 4.1 or 5.0 server as noted above.
You cannot install it on a Windows 2008 or Linux server. (The ADE-OS on which the application server runs is built on a Linux distribution but hacking the build to run on your own Linux server would not be a supported (or likely consistently functional) installation.)
