I asked about DCR and Topology because you may not have added and discovered the devices correctly in the first place. Unless and until that is done, no amount of configuring or updating CiscoView will allow you to manage them. Please refer to the User Guide (link), especially chapter 5.
To do software downloads, direct links often don't work since they may differ according to your individual account profile and privileges. Please go to:
The SwitchAddlets package is not a prerequisite for any of the devices you mentioned earlier so I'm a bit confused as to why you would be adding that particular one.
However, in general there are two ways to update the packages:
1. Easiest (and recommended for those with Internet access from the LMS server) is to use the GUI and it can search for ALL available packages at cisco.com (or only a few if you so choose) and download and install them for you. It will also determine package dependencies and include them automatically.
2. Second way is to setup manually using CLI.
Details for both methods are included in the example readme files I posted links to above. Please scroll down to section titled "DEVICE PACKAGE INSTALLATION INSTRUCTIONS".
NGMARshare is a shared package that several different routers use. It can be found on the CiscoView package updates page just like the other packages - you will need to scroll down the long list to see it.
You can go ahead with the latest version (1-26) and not the older one (1-18) you cited above.
This needing to manually find and download the various dependencies is why I noted above that it is much easier to update directly via the GUI.
Also, please confirm that you have done the steps I mentioned earlier with respect to DCR and device discovery as noted in the User Guide. If that is not done, you will not be able to use CiscoView on those devices no mater what package you load.
This is actually a pretty cool feature, i didn't even know it existed until I was looking for a solution to advertise a subnet (prefix in BGP talk), only if a certain condition existed. This is exactly what conditional advertisements does

Attached policy provides CLI access to the Cisco 4G router over text messaging. Two files are in the attached .tar file:
