CiscoWorks ITM Can't add devices error server is not running

Any time I try to add a new device to CiscoWorks Telephony Monitor I get the error can't add devcice see device management.log and in my log I get the following

28-Feb-2006|16:02:34.269|ERROR|TIS.KdmCategory|Thread-36|AddDeviceAction|perform()|192.168.4.1|com.cisco.nm.trx.tis.service.TISServiceException: Server is not ready. Please try it later

I don't see any other errors, anyone seen this before?

This happens when the IP address of the box, does not resolve properly to Foward and Reverse DNS lookup, further the hostname defined for the box needs to match DNS, and the FQDN needs to be defined for this box (under MyComputer -> NetworkIdentification -> fullComputerName). This also requires a server reboot.
