Is there an manner in which a series of custom fields can be added to the "Device Center" workbench?

(ie. hyperlinks to performance graphs)

I don't see a way to customize Device Center...looks to have a predefined set of tools/links/reports depending on the app you have installed.

I'm not sure if this is something that may be available in LMS 3.0

No. You can only add custom links to the CiscoWorks Homepage. This is done under Common Services > Server > HomePage Admin > Links Registration.
