I keep getting the following message
Error occured while processing Possible Cause: Failed to Connect to JRM
I have tried to restart the Ciscoworks server, JRM and CTJRMserver but none have helped
I am trying to run a netconfig job

As I suspected, your System Identity User configuration is not correct. The lms26 user is not being properly authorized by ACS. Recheck your ACS configuration for this user, and make sure it still has all access to all LMS tasks for all devices in LMS.

I checked my ACS config
lms26 is there and has Omnipotent access for all CiscoWorks apps
I receive this error when i try to access netconfig under RME
Error occured while processing.
Possible Cause: URN_NOT_FOUND : urn "JRM" : Not found !!
I dont believe this is due to my ACS setup does it?

Yes, it is. Check your Failed attempts log in ACS to see if there are any relevant errors. The jrm.log points to an ACS integration problem with the lms26 user.
You might also try re-entering the lms26 user's credentials under Common Services > Server > Security > System Identity Setup.

I tried what was documented but still get the same error - do i have to restart any servers/services?
If not can I just create a new one or change the System Identity and how do I do so?

You can try restarting CiscoWorks Daemon Manager.
