Are you referring to CiscoWorks SNMS or the very old CiscoWorks Service Management Solution? In either case, this functionality does not exist in those bundles. You need Campus Manager for VLAN Port Assignment.
However, if you have SNMS, you can use the Netconfig component of RME to make configuration changes to devices. This includes assigning a port to a VLAN.
