I have CiscoWorks LMS 2.2 with Campus Manager 3.3. Is there a way to do User Tracking from a command line?

Have a look at NMSROOT/campus/bin/ut -cli

For example:

/opt/CSCOpx/campus/bin/ut -cli -query all -export /tmp/usertrack -host

lms-host admin admin

This would be the syntax to export the UT data
