Configuraton Change Notification and Logging

12.3(4) is already capable to do configuration change notification, but our AS5350 is not able to do it, IOS is newer - 12.3(10b), is this feature not for all IOS?

12.3(4)T is a different train than 12.3(10b)

When there is a T outside the parenthesis, it is different.
