Hello,
I was going to enable IP SLA feature in my 2921 router. It's running IOS 15.1. However, I couldn't find SLA number options.

IP Base License does not support IP SLA according to the section "Universal IOS Packaging Overview" on the following URL:

Aqua_Lam is correct. To keep you going you can activate the temporary license.
Enter this command in global config mode, save the config and reload.
"license boot module c2900 technology-package datak9"
