Does this mean all data passed between 2 devices running crypto images is encrypted?

Having a crypto image means that it is capable of encrypting data that is passed. It does not mean that all data is automatically encrypted. You configure the encryption including parameters which identify the traffic to encrypt. You could choose to encrypt all traffic or you could choose to encrypt only some of the traffic.
