Device not responding to SNMP

I have a situation where a device can be pinged and I can telnet into it, but it is not responding to SNMP. I have checked the config and everything is fine. The routing is fine.

Any snmp-server views configured? OR access-lists?

Do you see any response if you enable a packet capture from the NMS end? Anything if you enable debug snmp packet on the device?

Any error message other than timeouts?
