Assuming the servers are not integrated with ACS, or they are integrated with ACS, and you are using the same user on all servers, the most likely causes of the discrepancy are one, that RME auto-manage is disabled on the servers, and you have manually managed different devices in each server, or two, the servers all have different Common Services MDF versions. If the MDF is different on the master vs. the slaves, then some devices might not sync correctly between the master and slave.
Check Common Services > Software Center > Device Update > CiscoWorks Common Services to make sure the MDF version is the same on all servers.
