Embedded device manager & privilege level 1?

I'm running 12.2(25)SEE1 on a bunch of 3560s and 3750s and I'd like to give read-only access to the embedded device manager (web-based) our help desk... but, when I go to https://x.x.x.x/level/1 and authenticate with a priv 1 user, I get a page that says Java Script, Internet Browser, Operating System (centered) on a page with errors (notifyBrowserClose is undefined). Priv 15 works fine.

Has anyone gotten this to work on a lower privilege level?

Use the command,ip http authentication {aaa | enable | local} , Configure the HTTP server interface for the type of authentication that you want to use.For more info refer the following URL

I've got all of the AAA stuff working, including authorization caching; users with privilege level 15 work fine.

I'm hearing through other channels that CDM only works with priv 15 at this time... that config options aren't setup to be turned on and off via authorization.
