Locally, an IOS device can have an enable and an enable secret password. If the enable secret password is configured, that is the only one that will work unless the device is booted into a boot image.
However, with AAA, you can use privilege levels, a user can login using their own credentials, and automatically get one of 16 privilege levels. If you assign that user privilege level 15, they will automatically be fully enabled.
While most AAA configurations rely on a AAA server such as Access Control Server, you can certainly configure local users and privilege levels on the device itself.

no what i meant was can we have multiple
en passwords like for example
enable password cisco
enable password network
and can we use any one with out having enable secret in to the picture.

There can be only one enable password per privilege level. You can create a separate password for each level, however.
The commands you list above will overwrite each other. In the above case, the result will be one enable password: network.
