Help with traffic management

Hello,when someone d/l any big file on the net, it always takes up the full bandwidth of the T1 we have. I've trying to setup qos, traffic shaping. However, the class matching protocol doesn't seem to work. could anyone look at my config and point me out where the problem is please? please see attachment.

Hi

If you are connected to net and if you want to have different policies for different applications i dont think you can have end to end advantage since all your qos markings and priorties will be specific to your local location not to the outside world.even your isp wont be honouring your markings which gets the policies in place to be functional..
