Hello Jamei I don't know if you got answer for this But load balancing between 2 ISPs require you to have a public addresses that shared between the 2 and they can exchanges BGP routes between each others If that the case refere to the following link on how to load balance with BGP Now the second option that you don't comply with the above and the ISPs will not share the routing tables in that case you can do only outbound load balancing but no guarantee on the incoming Normal static route with equal cost can do the job here Hope that helped
