under Security->ANI->modify user, I do not see any user name. It could be link to ACS. How can I check?

If you have LMS integrated with ACS, then access is governed by ACS.

Check what it listed for AAA Mode Setup (in Current Settings frame)

Looks like the current login module is radius...which would give permissions on login
