Invetory for routers using none IP protocol

we have LMS3.2

Is there  a way to generate invetory for cisco routes thst using none IP protocol .

You mean the routers do not have any IP information configured?  LMS will not be able to manage such routers.  It requires that IP be enabled on the devices and that they be SNMP reachable.

I mean if thr router has configuration for protocol like

ISIS or GRE tunnels, can LMS decect the exites of these protocols and provide in invontory

LMS doesn't look at routing protocols and tunnel encap when it comes to inventory.  It will simply display interfaces, modules, ports, memory, etc.  However, the config archive feature of RME will collect the full configuration from the device, and you will be able to do Search Archive (under RME > Config Mgmt) for patterns like "isis" and "tunnel mode gre".
