Link UP/Down logs missing

Am noticing that one of our core devices have Link/Up/Down logs missing. I am seeing the Buffer Logging as Level debugging. Does it need to be in level critical or level informational to log all the messages. I think trap logging is for syslog logging. It doesnt have much influenze on buffer. Kindly find the output below. Expecting ur valuable suggestions.
