LMS 4.0 - DCRServer is down

I go to Device Allocation Settings from the getting started page. and on the left side i get the following message

DCRServer is down or may not be completely up. Check if the DCRServer process is running.

I dont see any service by that name, I tried rebooting, running

C:\Program Files (x86)\CSCOpx\bin>DCR.bat

This is a new installation on a new server windows 2008 R2 STD 64bit

Xeon X5550@2.67GHz

4GB Ram, virtual set to 8192 min.

HD has 48.7 GB free

No AV on it yet,

I am logged in as administrator local,

Server is in a VM Environment

reboot the server one more time and check "pdshow DCRServer" is the status "Running normally" or something else?

your installation is not supported and will not work due to the operating system Windows 2008 R2.

Joe mentioned some gating issues with Windows 2008 R2 here:

There are known issues with Windows 2008 R2 but the support should be available this month:

I have the same error, but i'm using Windows 2003 Standard Edition R2.

Mine also is a new installation of lms 4.0

My tests on different operationg systems (2003 R2 x86, 2008 R1 x86) led to the same results

Installation log file (2008 R1 x86) attaced. The size of my "lms-4-0-Win-eval.exe" file is 1 964 554 Кbytes.
