You will need to join CDN to get full access to all of the data access methods (like Web Services).

Does it cost to join CDN?  Could I register as an engineer, lower in my organization's totem pole, or does the primary business contact have to register?

Joining CDN as a user just means you have a Cisco.com account.  To join as a technology partner, you need to follow the steps outlined at http://developer.cisco.com/web/partner/join-the-program .

I followed the link you originally posted, logged in with my CCO credentials.  The only thing I see is an empty forum, empty blog, product description, and "how do I begin", which leads to the page you recently posted (http://developer.cisco.com/web/partner/join-the-program).  I don't see any direct resources regarding api's.  I must be doing it wrong.

Do I need to join as a technology partner to access api resources?

I'm still trying to sort that out.  It appears that in general, the SOAP interfaces are only available internally.  The main API interfaces for public consumption are the open database schema and various CLI commands and servlet interfaces (e.g. dcrcli, cwcli, ipm, cmexport, etc.).  Those are documented on the developer site at http://developer.cisco.com/web/lms/resources .

The link you pasted (http://developer.cisco.com/web/lms/resources), just redirects me to http://developer.cisco.com/web/cdc/home.  Normally when I don't have a critical issue, I post here to share my question/your answer - would it be a better idea if I just opened a TAC case at this point?  we do have a support contract.

My big thing is we have TONS of homegrown tools and want to sunset those in favor for LMS.  In order to get particular functions working we need access to LMS' APIs.

I confirmed with the LMS product marketing team that the SOAP APIs are not externally available.  We will update the CDN site with the current information.  The links I posted here are the full set of externally available APIs.
