I want to create an ACL on Cisco to prevent one network from communicating with others except for the internet. Can you help?

I have upgraded cisco NCS-5504 router . Router was successfully upgraded but all the line cards are not showing. In platform command type is unknown and state is SW_Inactive.Regards Salman
