LMS3.2 JRM server is down or inaccessible for this user

I have a problem  when  reboot  my  lms server  then common services  home  show    'JRM server is down or  inaccessible for this user '  and  'DCR server  is  down or  inaccessible '

my server is   windows 2003  R2, don't  update.

use  this  way，DCR  is running

CS > Server > Security > Single-Server Management > Certificate Setup

give it a try...

I couldn't find a solution,so I use the last  ghost  file  and is  ok.
