We have two catalyst 4506 switches and a dozen catalyst 2950 switches, what is the best way to managing and monitoring these switches? Is the ciscoworks sufficient?

CiscoWorks is more than sufficient to manage these switches.
You can use RME for config archive and software management of the devices
DFM can poll them and set thresholds.
Also, you can view your topology in Campus Manager and have end host reports of the end hosts connected to these switches.

where can I download the latest version of CiscoWorks? I want to install it on one windows XP workstation and one Windows server 2003.

CiscoWorks LAN Management Solution itself cannot be downloaded. You must first order the suite of applications on CD. The current shipping version of LMS is 2.6. However, version 3.0 has just become orderable, and will start shipping at the end of the month.
If you already have LMS 2.5 or 2.5.1, you can download updates to that version. These updates are available at http://www.cisco.com/kobayashi/sw-center/cw2000/lan-planner.shtml .

But we have only the CD of version 1.5 which is far out of date. How do we order the latest one?

You can also consider Cisco Network Assistant (current Version 5.0),which is downloadable from CCO website.It can be used for both management & monitoring purpose.However CiscoWorks would be the best choice.
