Hello,
Is it only the NMS Server that is down? What is the status of the rest of the services?
How long have you waited after upgrading?
My suggestion is not to apply any patches while there are problems with the services as it may end up making it worse.
Regards,
Vlad

Older post, but I ran into a similar error when applying the 2.1.1 maintenance patch on 2.1.
TAC tells me that .ubf patches can only be applied through the Prime GUI. .tar patches/code get applied through the cmd line.
If you are running your Prime servers in HA, see the patching instructions here: http://www.cisco.com/c/en/us/td/docs/net_mgmt/prime/infrastructure/2-1-1/release/notes/cpi_rn.html#pgfId-122417
