Network monitoring for internal switches

We have some switches we want to monitor in another network. Is there a way with SNMP to have them configured and to push traps through a firewall without having to create any special firewall rules to allow it?

What would be some good ways to monitor these switches on a public Cacti server?

There must be access rule required to access it.

I understood from your post is cacti server running on your environment currently where you would like to add those switches. If this is right, you can add in same way how you configured other hosts....
