Have you checked that the Apache web server (and other application server processes) is running? Apache is the underlying server that presents the LMS GUI to your browser.
Login via ssh and type:
show application status LMS
after typing show status under LMS

You need to type the comand exactly as I listed - the application name is case-sensitive so be sure to capitalize LMS.
Also please confirm the exact name of the ova file you deployed.
THE NAME OF MY FILE THAT OVA CISCO gave me is called: PNP KICKSTART-VM-1.2.11-medium_2.ova.

That's your issue - you did not install LMS. You installed the Plug and Play gateway.
You need to downlaod and install LMS from this link. See screenshot below (click for bigger view). Select the two partial files (part1 and part2 for medium ova in your case) and combine them into one using the reassembly and checksum utility (listed further down on the download page) as noted in the Installation guide (here) then deploy.
You said earlier you were trying to deploy the OVF format distribution. That runs on an ESXi server and includes a Linux distribution
In your latest post you said you downloaded the Windows version. That runs on a Windows 2008 R2 host.
In either case, follow the appropriate sections of the "Installing and Migrating to Cisco Prime LAN Management Solution 4.2" document found (among others) on this page: link.
In your previous answer you asked me to download the full version. so I download the Linux and Windows release:

Do not download or use the windows release (any file with "win" in the name) when installing soft appliance (VM).
A new installation (or upgrade on soft appliance from pre-4.2) must use the files for either standard, medium or large installation. For a standard installation (up to 500 managed devices) you would use:

That will get you an LMS 4.2 ova file which can be deployed directly into your ESXi environment using vCenter. Detailed instructions are in the Installing and Migrating guide here:
Once you have confirmed a working LMS 4.2 installation, you can further patch it to the current release (4.2.4) by following the separate upgrade instructions for 4.2.2, 4.2.3 and 4.2.4. They are each required separately in that order as they have the previous patch as a prerequisite. (You can skip 4.2.1 because 4.2.2 doesn't require it.)
