Processor memory exhausted

We have a Cisco 1720, 48Mb DRAM, 16Mb flash.

The router has up to 5 remote IPSEC tunnels terminating on the WAN port and it supports Internet access for the local office (about 30 users) and for 3 remote 'downstream' offices (fed via a private network). Each office has between 4 to 10 users.

The router has been in service for 3+ years (maybe up to 5); the configuration has been static for at least 9 months.

Recently, we have noted performance degradation with regard to Internet access.

The link is not being over-utilized.

We did notice that the processor memory is being slowly consumed over a period of time, to the point where it is exhausted. An upgrade from an older verion of IOS to 12.3(19) has apparently helped with the frequency of the low memory state, but today we noticed it is still occurring.

Is there a suggested fix for this?

can you do a 'show memory processor free' and 'show memory processor dead' and post it here?
