Qos on a atm interface

We have a 2811 providing internet connectivity through a adsl line and I am trying to implement qos in order to improve bandwidth usage and prioritize traffic. I suppose the best place to implement qos would be the wan interface on the output direction. The wan interface is an atm interface configured in bridge mode with a bvi which in turn is configured with a static public IP. The bvi doesn't support CBWFQ and I have tried to implement it on the pvc of the atm interface which is supposed to support it. I don't get a error message when implementing the service-policiy command but nothing happens and the command doesn't show on the configuration. Do PVCs without an ip address support CBWFQ? If not what is the best approach in my case? As I mentioned my goal is to optimize the use of our internet connection.
