RADIUS & Local User

I recently setup RADIUS using Microsoft IAS for Telnet to some devices and it is working great. I tested stopping IAS and logging in locally but it fails. I setup localuser and password. One thing I was unable to do is add LOGIN LOCAL to line vty 0 4 but I am assuming that doesn't stay since I am using RADIUS. Do I need anything other than the "set local user" line?

Do you have this on your config?

aaa new-model

aaa authentication login default local

aaa authentication login bla group radius local

I have:

aaa authentication login default group radius local

Do I just add

aaa authentication login default local

or does "default" create a conflict?

Did you figure out how to get the Local User Account working if Radius fails?
