Rate limit traffic based on persistence

Hi,

Is it possible to rate limit traffic based on the length of persistence of a TCP session, or the amount of data that has flowed through a conversation?

On our LAN, users frequenty check out large code brances from various SVN and CVS repos, and also have to download xCode on a fairly frequent basis.

When they do this, it tends to gobble up all our bandwidth.

I'd like to put in place some sort of config that can detect if a TCP (ie HTTP) session is starting to monopolise bandwidth, and rate limit it on that basis.

Is this possible?
