Hi,
when we define groups in CiscoWorks, these groups only affects to the user wich created them.
How can we do in order to define groups and be shared for all the users?

when you create a new group at the first screen you will have the option to define the group as private (only for the user) or as public ( for all users) [Visibility Scope] along with the type of update for the members of this group (upon user request OR automatic) [Membership Update]

And when you log in as an user in the Topology Services and configure and save a certain layout for a map, if later another user log in, he cannot see the saved layout for the same map.
How can it be done? I mean, I want that any user has access to the same layout for a map.

map layout information is stored as an xml file. so you can copy this file to any user you want. Each user who has yet saved a map has own directory in
NMSROOT\campus\etc\users\
so you can copy these files from one user to another.
