My Show clock and Show log timings differ in cisco 7206 series routers.If i do a clock set also i face the same problem, would this be a IOS bug?

Not necessarily. You need to provide a running config as well a sample of what you're seeing to know for sure what's going on. Additionally, a show ver would be needed at the very least to determine if this is, in fact, an IOS bug.

Any changes on time zones required?

It looks like the "service timestamps" commands need to be configured. These commands format the timestamp used for syslogs. I set mine as follows, which is also the Cisco best practice.

service timestamps debug datetime msec localtime show-timezone

service timestamps log datetime msec localtime show-timezone
