SNMP and ip accounting tables

Can't understand working of active and checkpoint databases used in ip accounting. Where can I read about these two tables and about their common work? I'am going to use them for accounting ip traffic via SNMP.

Does Cisco have any software for ip accounting on it's routers for UNIX systems?
