SNMP message for ENVIR

Recently we turned on envir SNMP for a rtr. To test to ensure it is working I unplugged his dual power supply. My CAU got the SNMP mesage when I returned the power but not when I removed it. Why is that ??

SNMP message is as follows.

%CATD-l-066, ciscoEnvMonRedundantSupplyNotification:ciscoEnvMonsupplystatusDesc:Redundant Power Supply, ciscoEnvMonSupplyState:1

So it showed me when it recovered but not when I lost the power , can anyone shed light on this.
