In which documentation are you seeing this object? I don't see any version of the Cat 6500 code that supports an IP-MIB that contains this object, or even this branch. This object is newly defined in RFC 4293.
Even if this object is supported, it does not appear to be applicable to ARP entries, but rather to interface addresses.
Is the OID ipAddressCreated not part of Cisco-IETF-IP-MIB.my? I've done an snmpwalk on my 6500 running 12.2(18)SXF7, and it just returns a "no such name" error.
