I have Port Security configured on my switches, as some people become mobile moving from office to office this becoming a problem since the ports are configured to shutdown. Can I use SNMP to email me when a new MAC is introduced on a switch in conjuction with or instead of Port Security?

I don't think you will be able acheive this with SNMP. SNMP can used to send alerts in the form of mails when a predined threshold is deviated. But this is based purely based on the rules set. I think Port security would be a better option here.
