It doesn't sounds like all of the processes are up yet, or came up after the reboot.
Issue the following:
#/etc/init.d/dmgtd stop
#/etc/init.d/dmgtd start
and then see if you can log in.
If you still see the same problem after this, do the following and upload the pdshow.txt file here.
#/opt/CSCOpx/bin/pdshow > pdshow.txt
additionally (and to save time) it might be helpful if you upload your dmgtd.conf file along with the pdshow.txt.
